A Subsecretaria de Empreendedorismo e da Micro e Pequena Empresa promove ações voltadas ao desenvolvimento do empreendedorismo, em especial por meio de iniciativas dirigidas às microempresas e empresas de pequeno porte, estabelecendo parcerias com órgãos públicos e privados, visando à agilização de procedimentos de instalação, regularização, recuperação e crescimento de microempresas e empresas de pequeno porte. Também fazem parte das atribuições da subsecretaria a coleta, a organização e a análise de informações que permitam promover a adequação do perfil e das necessidades dos micro e pequenos empresários às reais demandas do mercado, além da realização de estudos, produção e difusão de matérias e dados relacionados ao empreendedorismo. Todas as ações da coordenação estruturam ainda as estratégias do Fórum Estadual das Microempresas e das Empresas de Pequeno Porte. Além disso, a subsecretaria exerce um papel de integração da Junta Comercial do Estado de São Paulo (Jucesp) e dos órgãos de licenciamento do Estado com a Rede Nacional para Simplificação do Registro e da Legalização de Empresas e Negócios (Redesim). O Governo de São Paulo transferiu a Jucesp para a Secretaria de Desenvolvimento Econômico, Ciência e Tecnologia com o objetivo de alinhar o órgão às políticas de desenvolvimento econômico do Estado, tornando-se o termômetro da economia paulista.
