Vandarum SL is a Madrid-based consultancy specialised in water, wastewater and solid waste. We advise public utilities, governments, development banks and industrial clients in Latin America, the Caribbean and Spain. Our main lines of work are: Water utility management and performance improvement: diagnostics, improvement plans, governance and operational efficiency of water and sanitation service providers. Non-revenue water: water loss assessment, commercial and physical loss reduction programmes, metering, control centres and telemetry. Innovation and digital transformation in the water sector: technology scouting, pilots, data platforms and applied artificial intelligence (knowledge bases, document search and decision-support tools). Industrial water and wastewater: treatment, reuse and cost optimisation for industrial users. Solid waste and circular economy: planning, regulation, waste information systems, industrial waste management and circular economy strategies. Water security and climate resilience: integrated water resources management, flood risk and early warning, together with our hydraulic engineering partners. For larger assignments we work in consortium with specialised firms in utility regulation and tariffs, water and sanitation master planning, and hydraulic and environmental engineering. This lets us put together teams for IDB, World Bank, CAF and UN assignments. The firm is led by Víctor Arroyo, founding partner, with more than 30 years in the international water sector. He was previously Director for Latin America at Isle Utilities and worked at UN-Habitat and CAF, and he was a Governor of the World Water Council. Vandarum is currently a sub-consultant on an IDB technical cooperation on water utility management in Latin America and the Caribbean. Working languages: Spanish, English and Portuguese.
