The Inter-American Development Bank (IDB), in coordination with the National Cancer Institute (INC), the Ministry of Health and Social Protection and the National Infrastructure Agency (ANI) of Colombia, calls on consulting firms to submit proposals for the comprehensive structuring (technical, socio-environmental, risk, legal, commercial, economic and financial) and accompaniment in the transaction of the Public-Private Partnership (PPP) project of the "Ambulatory Services Unit" and the "Center for Early Cancer Prevention – CpreD" in Bogotá D.C., including the structuring of their respective auditing.
1. Phase 1: Comprehensive structuring and business case
Technical analysis and hospital infrastructure: Develop studies at the level of prior analysis, pre-feasibility and feasibility for the design, financing, construction, adaptation, provision and maintenance of infrastructure and care/non-care services (outpatient consultation, surgery, telehealth, sterilization, laundry, equipment maintenance, etc.).
Economic, financial and risk assessment: Formulate the cost-benefit analysis (social and environmental impact), the financial sustainability assessment of the INC, the risk analysis according to the ESGR methodology of the Ministry of Finance and Public Credit (MHCP), and the application of the Public-Private Comparator (PPP).
Legal and commercial structuring: Guarantee legal viability under Law 1508 of 2012 and Decree 1082 of 2015, carry out market surveys with potential private investors and draft the specifications, contractual minutes and appendices of the PPP and its audit.
2. Phase 2: Commercial disclosure, approvals and transactional support
Management of government authorizations: Support the Contracting Entity in the preparation and support of the editable technical and financial files required to obtain guarantees before the National Government and the competent entities.
Promotion and structuring of the bidding process: Design and implement the commercial dissemination strategy to attract private capital and complementary sources of financing.
Evaluation and award: Provide professional technical assistance during the public bidding process, including the review of qualifying requirements, evaluation of economic offers, awarding and accompaniment until the signing of the contract and the signing of the project initiation act.
3. Operational scheme and rollback cycle
Performance and equipment standards: Define the operational management model, service levels, remuneration/payment formulas linked to availability and performance, and the strategy for technological updating of medical equipment.
Conditions of reversion and transfer: Establish the mechanisms of supervision, preventive/corrective maintenance and the protocols for the reversion of the infrastructure and provision to the State at the end of the concession contract.
