Hiring of a Consulting Firm for the Development of the Detailed Functional Model for the Real Estate Module, within the Framework of the Project "Improvement of the Public Supply Service of Goods, Services, and Works

Description

The activities that the consulting firm must carry out in coordination with the Real Estate Management Directorate (DBI) of the DGA and the governance team assigned by the UCP, according to the current Detailed Functional Model (MFD) or its equivalent, are as follows:

1. Product 1: Work Plan

   a) Develop a detailed work plan outlining the specific products of the requested consultancy and the activities required to achieve them. The plan must include at least:

   • Gantt chart with activities, tasks, and deadlines, including milestones for monitoring the consultancy, based on the actions and procedures in Annex No. 2.
   • Description of the work methodology, review, and delivery of milestones, coordinated with DGA and the UCP governance team.
   • Risk and responsibility matrix.
   • Contact directory for communications management.

   b) Present the work plan in a meeting with the Real Estate Management Directorate (DBI) and the SNA Project, prior to the product presentation.

2. Product 2: Level 0 Macroprocesses and Process Inventory

   a) Review the documentation provided by the DGA, including the Conceptual Reference Framework of the SNA and the Conceptual Model SIAF-RP (Annex No. 3). b) Analyze the list of actions and procedures in Annex No. 2. c) Collect information on the development of actions and procedures in Annex No. 2. d) Develop criteria for the preparation of the process inventory. e) Develop the following preliminary instruments according to Annex No. 1:

   • Level 0 Macroprocesses
   • Process inventory at level N

   f) Identify data sources on real estate information in geoportals or web portals in Annex No. 4, preparing a summary matrix including entity, system, data, description, compatibility, and usage in processes to be developed. g) Develop an inventory of at least ten (10) indicators. h) Prepare a report covering activities a), b), c), d), e), and f) of this section.

3. Products 3 to 5: MFD Development

   a) Develop the following instruments for the procedures in Annex No. 2:

   • Process diagrams
   • Procedure sheets
   • Use data from the matrix created in f) of activity 6.2.

   b) Develop the Detailed Functional Model (MFD) according to Annex No. 1 for the actions in Annex No. 2. Reference the procedures developed in a) in instruments related to MFD processes and develop other instruments as appropriate. Verify the interrelation of processes with others in the AFSP.

4. Product 6: MFD and Indicators Development

   a) Develop the following instruments for the procedures in Annex No. 2:

   • Process diagrams
   • Procedure sheets
   • Use data from the matrix created in f) of activity 6.2.

   b) Develop updated instruments according to Annex No. 1 for:

   • Level 0 Macroprocesses
   • Definitive process inventory at level N

   c) Present the matrix developed in f) of activity 6.2, updated by the development of processes, including integrations and/or interoperations as appropriate. d) Develop at least ten (10) indicators according to Annex No. 1 for value-generating processes. e) The consulting firm must transfer knowledge to the governance team designated by the SNA Project, for a minimum of 20 hours.
