Cesar Rosales

I am an international development and technology governance professional with over 15 years of experience working at the intersection of artificial intelligence, innovation, public policy, and institutional transformation. I currently serve as Senior Advisor for AI, Innovation and Venture Ecosystems at the Inter-American Development Bank (IDB), where I support the responsible adoption of artificial intelligence across Latin America and the Caribbean. Over the past six years, I have helped lead fAIr LAC, a regional initiative promoting responsible AI innovation, governance, and risk management. I am also the Founder and Director of OuiCheck, a Spain-based, AI-native consulting firm specializing in strategic AI adoption, governance, risk assessments, algorithmic auditing, and compliance with international standards, including the EU AI Act and ISO/IEC 42001. Previously, I worked with the Organization of American States (OAS) and have contributed as an independent expert to European Commission initiatives. I also teach the impact of technology on fundamental rights at IE University. My work focuses on bridging technology, business strategy, and governance to help organizations adopt and scale AI responsibly, particularly in high-impact sectors such as healthcare, education, financial services, and public administration.
