IKA Technology is a French software company founded in 2010 and headquartered in Boulogne-Billancourt, France, with a regional operational office in Abidjan, Ivory Coast. The company specialises in the design, development, deployment and long-term support of integrated digital platforms for public sector institutions, with a particular focus on tax administration modernisation, customs management, social security, public financial management, and e-government solutions. Since its founding, IKA Technology has focused exclusively on business-critical information systems serving government institutions. This singular focus has enabled the company to develop deep domain expertise in revenue administration and to build a proprietary platform suite, SmartFinance, that reflects the operational realities of tax authorities in emerging and developing economies. IKA Technology is not a generalist IT provider that has moved into the tax domain, it is a GovTech company for which tax administration digitalisation is a core founding mission. A defining characteristic of IKA Technology's model is that it acts simultaneously as product designer, developer, intellectual property owner, and long-term maintainer of its solutions. Unlike system integrators who deploy third-party software, IKA Technology retains full ownership and control over its platforms. This gives BURS a single, directly accountable partner across the entire programme lifecycle, from initial configuration through to long-term support and platform evolution, without the risk of coordination gaps between a software vendor and a separate implementation firm. IKA Technology's solutions are organised under the SmartFinance suite, a family of modular, interoperable platforms designed to support the progressive digitalisation of public financial management across government institutions. The suite currently comprises five integrated modules: SmartTax (integrated tax administration), SmartCustoms (customs management), SmartPension (social security and benefits), SmartBudget (public budget and asset management), and SmartProcurement (electronic procurement and tender management). Each module can be deployed independently or as part of a fully integrated ecosystem, enabling administrations to expand their digital capabilities progressively without architectural disruption. For the BURS programme, IKA Technology proposes the deployment of SmartTax, while retaining the capacity to extend towards SmartCustoms and other modules as Botswana's broader digital government agenda evolves.
