Elbara is developing a closed-loop digital voucher and commerce platform to connect Latin America and the Caribbean’s remittance purchasing power with local businesses. The region received an estimated $173.7 billion in remittances in 2025, according to the Inter-American Development Bank. Our long-term objective is to connect a share of that recurring family spending to a network of 250,000 merchants and service providers. Operated by Berakah Partner LLC, Elbara addresses a development opportunity: turning cross-border household support into sustained demand, digital participation and documented sales for local microenterprises. Our approach is to bring demand first and digitize merchants through commerce. The need is visible in Mexico, our initial market. According to reporting on the 2024 National Financial Inclusion Survey, 85.2% of people preferred cash for purchases of 500 pesos or less. Cash dependence limits the transaction records businesses can use to manage sales and demonstrate commercial activity. Families also face transfer charges, foreign-exchange costs, and the time and expense of collecting and spending cash. Elbara’s model allows a sender to authorize a digital voucher for groceries, medication, education or another approved purpose. The beneficiary chooses among eligible local merchants. The platform is designed to connect authorization, controlled redemption, verified fulfillment, merchant settlement, reconciliation and proof of use. Our core promise is choice, control and proof. Families can direct support toward essential purchases while preserving beneficiary choice. Merchants gain access to customer demand and tools to accept vouchers, confirm orders, document delivery and track settlement. The platform also aims to reduce unnecessary cash-out and travel costs and expand online and digitally enabled local commerce. Supporting qualifying electronic funding methods could reduce exposure to the U.S. 1% tax on certain cash-funded remittances. Tax treatment depends on the funding method and transaction structure; a voucher alone does not establish an exemption. Elbara’s development thesis is to bridge the gap between assistance and sustained local commerce by connecting recurring diaspora demand with small businesses. The intended outcomes include greater merchant participation, more verified sales, stronger commercial records and expanded income opportunities, including for rural and women-led businesses. Elbara manages commerce eligibility, authorization, fulfillment evidence and reconciliation. Regulated financial partners hold and move funds and settle merchants. The platform is designed to support multiple providers so merchant participation and transaction records remain portable. We are preparing a private beta, beginning with the U.S.–Mexico corridor. The 250,000-merchant network is a long-term expansion objective, not current enrollment. We will measure verified commerce completion, repeat purchasing, merchant activation, settlement success and cash-out avoided. Elbara is seeking investment, technical collaboration and commercial partnerships to build the infrastructure that converts cross-border family purchasing power into governed, verifiable local commerce. Payments solve how money moves. Elbara solves what happens after it arrives.
