Description
The Inter-American Development Bank (IDB), in coordination with the Ministry of Health of the Province of Río Negro (Argentina), is calling on consulting firms to submit proposals for the design, development and implementation of an Artificial Intelligence Assistant with a voice interface and analytical engine. The tool will process data from the Integrated Health Record (HSI) and will be integrated into the provincial population manager to optimize clinical risk stratification and facilitate the active search for vulnerable patients.
1. Technical development, layering and voice interface
Analytical Engine and Risk Modeling (Component 1): Program AI algorithms capable of processing clinical records from HSI to automatically identify and classify risk levels in patients with chronic pathologies, oncological conditions, or incomplete vaccination schedules.
Voice web interface and clinical capture: Design a voice consultation and dictation system for healthcare personnel that streamlines data loading at the point of care and enables coded recording of variables in the clinical environment.
Early warning system: Implement dashboards and automated notification mechanisms that proactively inform health teams about critical cases to ensure continuity of treatments.
2. Change management, on-the-ground adoption, and monitoring
Process reengineering and deployment (Component 2): Adapt the care flows in provincial public effectors to strengthen the anticipatory capacity of the system, carrying out hybrid start-up days and advanced instrumental training in the use of the tool.
Dashboard and user experience (Component 3): Deploy a monitoring scheme with indicators on usability, data structuring and adoption of HSI, complemented by structured surveys of healthcare personnel on the impact of care.
3. Technical Warranty, Support (SLA) and Transfer
Warranty and help desk (Component 4): Provide comprehensive corrective coverage and support in the event of security failures or vulnerabilities (under Law 25,326 on the Protection of Personal Data) for a minimum period of two (2) months after going into production, with a minimum availability of 99.5%.
SLA compliance: Attend to incidents with maximum times stipulated according to severity: response in 1 hour and temporary solution in 4 hours for critical failures (S1), in addition to continuous surveillance against deviation or degradation (drift) of AI and voice recognition models.
Operational handover: Deliver administration manuals, quick resolution guides (runbooks), inventory of components and execute an assisted output during the last month of warranty to the technical team of the Ministry of Health.
