Description

The Inter-American Development Bank (IDB), in collaboration with Jamaica’s Ministry of Industry, Investment and Commerce (MIIC) and the Jamaica Business Development Corporation (JBDC), invites specialized consulting firms to submit proposals to design and operationalize the MSME Green Growth and Resilience Hub.

The platform will serve as a one-stop digital hub to enhance the competitiveness, climate resilience, sustainability, green innovation, and export readiness of Micro, Small, and Medium Enterprises (MSMEs) in Jamaica.

1. Scope of Services & Core Objectives
Digital One-Stop Platform: Design a centralized digital repository providing information, self-assessment tools, advisory resources, and training to accelerate MSME participation in the green economy.

Ecosystem Mapping & Gap Analysis: Evaluate the current landscape of sustainability services, ESG requirements, green finance, and support programs in Jamaica, benchmarking international best practices to identify priority interventions.

Standards & Export Readiness Guidance: Provide actionable toolkits to help MSMEs navigate international certifications and standards (e.g., ISO 14001, ISO 50001, ISO 22301, ISO 14064, ISO 20400, carbon accounting, and ESG reporting).

2. Key Activities & Implementation
Development of E-Learning Resources: Formulate the hub's content architecture and suite of self-paced e-learning modules, participant resources, facilitator guides, case studies, and business continuity toolkits.

Institutional Capacity Building: Deliver specialized training and knowledge transfer to technical staff at JBDC and MIIC, strengthening their ability to guide MSMEs in green transition planning and sustainability reporting.

Monitoring & Evaluation Framework: Establish an M&E framework featuring firm-level indicators, data collection tools, and gender-inclusive metrics to track outcomes for women-owned and women-led enterprises.

Operational Roadmap & Governance: Formulate a phased operationalization plan detailing institutional ownership, content maintenance, governance arrangements, and long-term financial sustainability.

3. Key Deliverables
Ecosystem Mapping & Needs Assessment Report: Comprehensive review of Jamaica's green MSME landscape, international benchmarks, stakeholder consultations, and gap analysis.

Digital Hub Content Architecture & E-Learning Suite: Conceptual framework, self-paced online modules, practical toolkits, and ISO/ESG guidance documents.

Partner Agency Capacity Building Package: Training materials, practical advisory guides, and executed training workshops for JBDC and MIIC personnel.

M&E Framework & Phased Roadmap: Standardized monitoring tools with gender-disaggregated indicators and a long-term operational governance roadmap for the Hub.
