Consulting: Differential cost analysis for compliance with Technical Criteria for the Selection of T-MAS for housing with State contribution

The Inter-American Development Bank (IDB), in coordination with the Ministry of Housing and Urban Planning (MINVU) and the Ministry of Finance of Chile, invites consulting firms to submit proposals to carry out a differential cost analysis study aimed at complying with the Technical Selection Criteria (CTS) of the Taxonomy of Environmentally Sustainable Economic Activities of Chile (T-MAS) in housing with State contribution.

1. Objectives and technical scope
Differential cost evaluation: Prepare the economic estimate (direct, indirect and total company cost) to adapt social housing projects to meet three groups of T-MAS criteria:

Substantial Contribution: Mitigation and adaptation to climate change (e.g. obtaining an Energy Rating for Homes CEV letter B, LEED, EDGE or CVS).

Do No Significant Harm (DNSH): Climate Risk Assessment, Water Footprint, Waste Management Plans (PGRCD/REP Law) and pollution control.

Minimum Social Safeguards: Regulatory compliance and due diligence in human rights and prevention of economic crimes.

2. Design typologies and constraints
Thermal zones evaluated: The study will be applied in four (4) thermal zones of the country: Zone D (Rancagua), Zone E (Concepción), Zone F (Temuco) and Zone I (Coyhaique).

MINVU type projects: Four (4) models of industrialized housing will be analyzed:

E2E (Wood, 1 floor).

Promet (Steel, 1 floor).

Baumax (Concrete, 5-storey building).

Tecnofast - Lo Espejo (Wood, 4-story building).

Construction restrictions: Adaptations (increase in insulation thickness, change of windows or thermal materiality) may not modify the useful surface area (m²), alter the axes, change the height or modify the original structure of the dwellings.

3. Key activities and expected outputs
Technical-constructive adaptation: Development of reports, hygrothermal calculations, sketches, plans, Technical Specifications (EETT) and items necessary to comply with the basic thermal regulations and the T-MAS standards.

Official budget modeling: Preparation of cubications, quotations and Analysis of Unit Prices (APU) strictly using the official formats of the MINVU (Res. Ex. No. 1154).

Tools and final report: Delivery of dynamic models in editable spreadsheets (with user manual), sensitivity analysis and a consolidated report with strategic recommendations to facilitate the gradual incorporation of these sustainable criteria in future MINVU calls.
