Description
The State of Espírito Santo in Brazil has requested financing from the Inter-American Development Bank (IDB) for the Program for the Modernization of the Judiciary of Espírito Santo – PROMOJUES and intends to use part of the funds for consulting services contracts. This call, coordinated by the Court of Justice of the State of Espírito Santo (TJES), invites qualified firms to express interest in providing specialized statistical consulting and institutional research services.
Consultancy Scope (Scope of Services)
- Main objective: Plan, execute, statistically treat, analyze and consolidate satisfaction and perception surveys with external users and organizational climate surveys with internal users.
- Evaluation cycles: The project will be divided into 3 operational cycles: baseline (July 2026), intermediate measurement (December 2027), and final measurement (July 2029). Each individual cycle will have an estimated run of up to 90 days.
- Long-term deliverables: In addition to the technical, methodological and executive reports of each cycle, the consultancy must consolidate the data in a comparative Longitudinal Final Report. The total estimated period of contracting is approximately 40 months.
- Methodology and sampling: Ensure statistically representative samples with a minimum confidence level of 95% and a maximum margin of error of 3%. External collection requires at least 1,500 face-to-face interviews via electronic devices (tablets) with geolocation capability. Internal collection will be voluntary and carried out by electronic means.
- Target audience and coverage: Coverage at the state level involving citizens, lawyers, members of the Public Prosecutor's Office and the Public Defender's Office (external public), as well as magistrates, civil servants and employees (internal public). The analyses must contain minimum cutouts of gender, race, age group, region, instances (1st and 2nd degrees) and competences (civil and criminal).
- Privacy and data protection: Strict compliance with the General Law for the Protection of Personal Data (LGPD) is mandatory, with the application of strict anonymization and security measures in the treatment of databases.
Qualification and Selection Requirements
- Selection method: Consulting firms will be selected under the Selection Based on Consultant Qualifications (SQC) method, following the guidelines of the IDB Policies (GN-2350-15).
- Proof of capacity: Interested companies must provide documents proving qualifications and experience in services of a similar nature and complexity, according to the criteria in Annex II of the notice.
