Description
The Inter-American Development Bank (IDB) is seeking a specialized consulting firm to provide technical assistance to the Ministry of Education of Jamaica. The objective is to conceptualize, standardize, and validate a scalable multi-component school-based intervention model to improve educational trajectories and reduce youth violence.
1. Model conceptualization and evidence base
Integrated components: Designing a generic model combining literacy support, psychosocial/behavioral approaches (CBT), life skills, and post-secondary transition pathways.
Evidence grounding: Benchmarking components against international academic literature to justify their effectiveness in reducing violence in comparable contexts.
Operational standards: Establishing minimum technical and institutional conditions, separating core components from complementary ones.
2. Operational protocols and MEL framework
Implementation toolkits: Creating operational protocols, human resource profiles, school onboarding procedures, and risk management checklists.
MEL framework: Designing a Monitoring, Evaluation, and Learning system featuring priority outcome indicators and practical data-collection tools for schools.
Costing scenarios: Estimating budgets for full scaling and a Minimum Viable Package (MVP), detailing unit costs per student/school to facilitate replication across the Caribbean.
3. System alignment and field validation
Stakeholder engagement: Conducting structured consultations with public and school-level actors to ensure alignment with national curriculum frameworks.
Pre-pilot testing: Executing field validation in 1 to 2 selected schools to assess institutional readiness, verify time allocations, and identify operational bottlenecks.
Scale-up framework: Outlining the governance, technical, and budgetary minimum criteria required for national expansion or regional adaptation.
