Description

El Salvador, through the Autonomous Executive Port Commission (CEPA), has financing from the Inter-American Development Bank (IDB) through Loan Agreement No. 6073/OC-ES for the "Modernization Program of the International Airport of El Salvador". This Request for Information (RFI) constitutes a prior and non-binding market consultation aimed at gathering inputs for the preparation of future calls for International Public Bidding (IPL) for construction and Quality and Cost Based Selection (QSB) for supervision.

Scope and characteristics of the project
Main objective: Functional, architectural and technical expansion of the passenger terminal towards the eastern sector of Stage 1 (AIES III), guaranteeing the operational continuity of the existing infrastructure during the execution of the works.

Distribution of the work (approx. 18,555 m² total):

- Level 1 (5,868 m²): Technical areas, maintenance, ramp support, airline offices, storage and vertical circulation cores for internal logistics assistance.

- Level 2 (7,639 m²): Main boarding operation with six (6) waiting rooms, six (6) departure gates, commercial areas and VIP lounge.

- Level 3 (5,048 m²): Segregation of arrival passenger flows (6 gates for disembarkation), connection with immigration areas, transfer flights and complementary trade.

Technical components and sustainability:

- Incorporation of six (6) boarding bridges (PBBs) connected to the north and south platforms.

- Criteria for universal accessibility and mobility of care.

- Development using the collaborative BIM (Building Information Modeling in 3D) methodology.

Goals for obtaining the EDGE Advanced certification (minimum savings of 40% in energy consumption, 20% in water and 20% in embodied carbon in materials).

Estimated construction time: 24 months.

Requirements and purpose of the market consultation
Profile of the firms: Construction companies and supervisory consulting firms with creditable experience in the construction or supervision of airport terminals or expansion works of airports in operation during the last twenty (20) years.

Information to be presented: Technical capacity, previous experience in projects in the airport sector, use of BIM methodology, implementation of sustainability certifications (EDGE or equivalent) and experience under FIDIC contractual modalities.

Projected regulatory framework
Construction: The future selection process will be governed by the IDB's Policies for the Acquisition of Goods and Works (GN-2349-15).

Works supervision: The selection process will be carried out under the SBCC modality in accordance with the IDB's Policies for the Selection and Hiring of Consultants (GN-2350-15).
