Description
The Government of Belize, through the Ministry of Finance, Economic Development, and Investment, has requested financing from the Inter-American Development Bank (IDB) for the project Digital Innovation to Boost Economic Development in Belize. This consultancy is a cornerstone of the nation's digital transformation strategy, aiming to institutionalize digital competencies within the public service. By developing a formal Reskilling Policy and a robust Change Management Framework, the government seeks to ensure that its workforce is not only technologically proficient but also culturally prepared to adopt and sustain modern digital systems, including emerging technologies like AI.
Scope of services
The assignment falls under the Private Firms and SME Development sector (with a focus on public institutional strengthening) and involves the following objectives:
- Digital Reskilling Policy: Conducting a comprehensive Training Needs Assessment (TNA) to define role-based competency profiles and drafting a 3–5 year implementable policy and action plan.
- Change Management Framework: Developing a customizable toolkit and a "Train-the-Trainer" program to build sustainable internal capacity within the government's Change Management Unit.
- Capacity Building: Establishing and training a network of 160 Change Agents and Champions across various agencies to drive agency-level technology adoption.
- Certification & Tooling: Equipping at least 25 government trainers for formal change management certification and creating digital content for a Learning Management System (LMS).
- Monitoring & Evaluation: Instituting a robust M&E framework with a clear Theory of Change, KPIs, and reporting templates to measure business impact.
Qualification requirements
The selection will be conducted in accordance with the IDB’s policies for the selection and contracting of consultants. Interested firms must demonstrate:
- General Experience: A minimum of 8 years in consulting services related to public service modernization, digital transformation, and organizational development.
- Specific Experience: Successful completion of at least 2 projects of similar scope and complexity in the last 10 years, specifically involving workforce reskilling and government-wide change management frameworks.
- Adequacy: Proven ability to handle multi-agency engagements, stakeholder consultations, and large-scale capacity-building components.
- Shortlist: A shortlist of 5 to 8 eligible firms will be established. Firms may associate in a Joint Venture to enhance their technical profile.
