Description
The Inter-American Development Bank (IDB) is seeking to hire specialized technical assistance to support Bolivia's Ministry of Mining and Metallurgy in developing a strategic agenda for critical minerals. The project focuses on modernizing the regulatory framework, strengthening the sector's institutions and structuring mechanisms that allow responsible international investment to be attracted, ensuring sustainability and transparency in the exploitation of these resources.
1. Regulatory reform and governance
The consultancy will provide technical inputs to update the current legal framework:
Revision of Law 535: Analysis of key articles and proposals for adjustments to enable responsible private participation and strategic partnership mechanisms.
Comparative evidence: Provision of international models of normative architecture and governance tools to underpin ongoing legal reforms.
2. Institutional strengthening and data management
The aim is to strengthen the technical and operational capacities of the sectoral entities:
National Mining Policy: Design of a participatory methodology for the construction and validation of the new strategic policy of the sector.
Intelligence and Geoinformation: Functional design of a Mining Intelligence Unit and conceptual creation of a National Geo-portal that integrates geological and administrative data.
Modernization of authorities: Preparation of roadmaps to strengthen the Geological Service and the Mining Administrative Jurisdictional Authority, optimizing processes of social consultation and delimitation of areas.
3. Investment and international promotion
The final component is aimed at positioning Bolivia in the global market for critical minerals:
Project portfolio: Identification and prioritization of mining prospects, defining pre-feasibility packages to improve their bankability.
Financing: Proposal of viable financial mechanisms under fiscal restrictions and promotion guidelines for high-impact international events (e.g. PDAC 2027).
