Description
The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to design a comprehensive program to boost the productivity of formal micro, small and medium-sized enterprises (MSMEs) in Bolivia. The main objective is to improve competitiveness through technological adoption, strengthening management capacities, and facilitating access to financing and markets, under a sustainable institutional model.
1. Sectoral diagnosis and characterisation
The consultancy will develop a robust evidence base using a mixed methodological approach:
- Quantitative analysis: Characterization of MSMEs in the manufacturing and services sectors, using secondary sources from the Ministry of Productive Development and Plural Economy (MDPyEP) with departmental disaggregation.
- Qualitative validation: Conducting interviews and focus groups with public, private and academic actors to identify productivity gaps and measure the demand for support.
- Supply mapping: Systematization of existing public programs in the last 5 years to identify lessons learned and avoid duplication.
2. Program design and technical components
A comprehensive proposal will be prepared in line with the Economic and Social Development Plan (PDES 2026-2030):
- Support instruments: Design of co-financing schemes, technological vouchers, management extension services and technical assistance for digital transformation.
- Access to markets and capital: Proposal of innovative mechanisms such as blended finance, guarantee funds, supplier development programs and public procurement schemes.
- Institutional structure: Definition of a theory of change, logical framework, estimated budget and the human resources architecture necessary for implementation.
3. Strengthening and scalability
The design will prioritize sustainability and articulation between actors:
- Extension network: Creation or strengthening of a national network of technology centers with a sectoral approach.
- Strategic differentiation: Adaptation of instruments according to the size of the company, its innovation profile and stage of the business life cycle.
- Strategic alliances: Fostering collaboration with the private sector, academia, and subnational governments to leverage territorial resources and capacities.
