Description
The IDB intends to hire consulting services to design a teleassistance platform to remotely assist and accompany people in situations of dependency or at risk of dependency.
Description of Services: implementation and evaluation of a service model based on telecare that allows for a remote assistance and telemonitoring program, with an emphasis on dependency prevention, frailty care and self-management of chronic diseases.
Consulting services include:
- Test and document the results of a service model based on telecare. The firm will be responsible for experimentally assembling a prototype, in agreement with the Costa Rican Social Security Fund, which at least includes a monitoring system in charge of telemarketers and specialists. In addition, protocols to guide self-management of health conditions for the most prevalent problems, particularly chronic diseases.
- Apply high standards of privacy, security, timeliness and quality in the response delivered to the users included in the pilot. The firm will be responsible for the installation or replacement of the devices provided to users.
- Implement the prototype with all the operating characteristics that would be required in a real service provision environment, taking into account that the priority objective of this demonstration experience is to generate the service model scaling proposal after this feasibility test.
- Provide the necessary devices to enable communication with users from their homes, in the case of connectors, terminals or buttons for the accessible activation of alerts in cases of emergency. Making the corresponding coordinations because pre-hospital emergencies are not the responsibility of the CCSS. For its part, the model must contemplate bidirectional communication with users, considering the use of frequently used devices, such as landline and mobile telephones.
- Take the necessary actions to implement the impact evaluation protocol agreed upon with the technical advisory committee of the project.
