The IDB, through the Housing and Urban Development Division (HUD) in Paraguay, supports the National Government—under the leadership of the Ministry of Urban Planning, Housing and Habitat, and the Ministry of Finance—in promoting the Intersectoral Strategy for Sustainable Housing in the country. To this end, the IDB commissioned this study to identify the supply and demand conditions of the country’s housing market, expectations for its evolution, and the current effectiveness, operability, and impact of public policies. This comprehensive approach aims to support the ministerial team in adopting measures to guide government action toward greater housing accessibility and production, improved quality of existing housing, and greater impact of public policies on Habitat and Urban Development.
