Description
The Inter-American Development Bank (IDB), in coordination with the Ministry of Tourism (MINTUR) of Uruguay, is calling on specialized consulting firms to submit proposals for the formulation of Uruguay's National Tourism Development Plan with a horizon of 2028–2038. The consultancy includes the development of the conceptual and methodological bases, the prospective diagnosis of the sector, the definition of the long-term strategic vision and the structuring of the operational roadmap to strengthen competitiveness, territorial sustainability and investment attraction.
1. Comprehensive diagnosis, competitiveness and sustainability
Characterization of supply and demand: Evaluate the structure and territorial distribution of supply (accommodation, services, current and potential destinations), along with the detailed analysis of inbound, outbound and domestic tourism, visitor profiles, consumption patterns and seasonality.
Competitiveness and infrastructure assessment: Analyse the competitiveness of destinations and products using internationally comparable methodologies, assessing business profitability, connectivity (air, land, sea) and physical and digital infrastructure gaps.
Sustainability and institutional framework: Analyze the climate vulnerability of destinations, heritage conservation under a regenerative approach and the institutional positioning of MINTUR, departmental governments and private associations.
2. Strategic vision, trends and prioritization of destinations
Benchmarking and international trends: Identify the dynamics of the global market and carry out a comparative analysis of international good practices applicable to the reality of Uruguay.
Vision 2028–2038 and consensus: Formulate the long-term strategic vision and objectives of the sector through participatory processes validated with key actors from the public, private, academic and social sectors.
Prioritization of products and segments: Define objective criteria to select and prioritize products, destinations and tourism corridors with the capacity to diversify the offer, reduce the territorial gap and increase tourism spending.
3. Advocacy, governance, monitoring and roadmap
Marketing and investment strategy: Formulate innovative strategies for promotion and international positioning (articulated with the 2026–2030 Marketing Plan), accompanied by a strategy to attract private investment and public financing.
Governance scheme and monitoring system: Design the inter-institutional and territorial coordination structure, together with a system of performance indicators and goals for the follow-up of the plan.
Operational roadmap: Develop the implementation matrix in the short, medium and long term, detailing priority projects, schedules, institutional responsible, budgetary requirements and sources of financing.
