Description

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to modernize the strategic planning and control mechanisms of the Katari basin and Lake Menor del Titicaca in Bolivia. The objective is to adjust the goals to the 2026-2031 period and ensure resilient water management through digitalization and institutional strengthening.

1. Strategic and Programmatic Update
The consultancy will conduct a critical review of the lessons learned to update the comprehensive diagnosis of the basin.

Multilevel Alignment: Articulation of the Master Plan with National, Departmental and Municipal planning (PTDIs), including indicators of international commitments such as NDCs and SDGs.

Project Portfolio: Definition of a program structure with impact goals and budgets validated by the Interinstitutional Platform, prioritizing sustainability in the short, medium and long term.

2. Monitoring, Follow-up and Evaluation System (SMSE)
A computer platform for real-time technical-financial control will be designed and implemented.

Interoperability: The system will have to be integrated with SATD-Katari and Geodatabase (PostgreSQL) through the development of APIs.

Geospatial Visualization: Generation of dashboards to automate the monitoring of physical and financial indicators, facilitating evidence-based decision-making.

3. Governance, Communication and Sustainability
The project seeks to ensure that the system lasts in the face of staff turnover and political changes:

Capacity Transfer: Intensive training program for the Katari Basin Management Unit (UGCK) and municipal and departmental autonomous governments.

Water Funds: Integration of financial sustainability mechanisms based on feasibility studies of Water Funds to ensure the operability of the actions.

Social Appropriation: Implementation of a dissemination strategy with bulletins and translated technical reports for the social actors of the basin.
