Description

The Inter-American Development Bank (IDB), in partnership with the National Treasury Secretariat (STN), calls on specialized consulting firms to support the restructuring, adaptation and migration of the content of the Manual for the Instruction of Claims (MIP) to the corporate web environment of Portal Gov.br. The project aims to optimize the user experience of borrowers, increase efficiency in the instruction of claims and ensure compliance with digital government standards.

1. Strategic objectives and digital transformation

- Focus on the user journey: Review and restructure the technical content of the physical manual, transforming it into a digital structure oriented to the experience and practical needs of borrowers.

- Citizen language and didacticism: Adapt the complex regulatory and legal language of MIP to accessible and dynamic web formats, while maintaining the absolute technical and normative rigor of STN.

- Technological compatibility: Develop products and information architectures fully compatible with the Plone content management system (CMS), officially used in the Gov.br Portal.

2. Scope of key services and activities

- Information Architecture (IA): Map navigation and define the logical taxonomy of information, organizing content step by step according to the actual stages of the claims instruction process.

- User research: Conduct structured interviews with borrowers and institutional actors, in addition to conducting technical meetings with STN's final areas to map usability failures.

- Complementary content production: Develop parallel explanatory modules, including practical quick navigation guides, frequently asked questions (FAQs) sections and continuous guidance templates.

3. Results, expected products and timeline

The project has a non-extendable execution period of 6 months, with the mandatory delivery of the following technical products:

- Product 1 — Detailed work plan: Complete physical-financial schedule, responsibility matrix and control milestones.

- Product 2 — Information Architecture Document: Detailed site navigation map, folder taxonomy, and structural prototypes/templates.

- Product 3 — Modular organization proposal: Logical structure for dividing content for dynamic consumption on the web.

- Product 4 — Final content in Markdown format: Delivery of individualized files (one page per file) in Markdown format (.md), ready for direct publication to the Gov.br's Plone CMS.

- Output 5 — Writing and Style Manual: Guide to institutional guidelines for digital language and standardized communication for future updates.

- Product 6 — Follow-up reports: Periodic documentation containing the evolution of the project's activities.

4. Consulting profile, governance and confidentiality

- Key team requirements: Prove minimum experience of 5 years in technical/institutional content production, information design in the public sector and implementation of complex digital projects for the internet.

- Strict secrecy clause: Ensure absolute confidentiality over all operational, operational and strategic data accessed during the execution of the contract (NDA).

- Binational technical supervision: The management of activities and functional validation of products will be carried out under the direct supervision of Specialist Renata Motta Café (IDB) in close collaboration with the focal point designated by the National Treasury.
