Description
Colombia, through the National Planning Department (DNP), has financing from the Inter-American Development Bank (IDB) within the framework of the "Program for the Consolidation of Private Participation Schemes in Infrastructure". This call invites eligible consulting firms to submit their expressions of interest for the comprehensive structuring of a key rail corridor for regional connectivity.
Scope of the consultancy
The specialized service consists of providing consulting services for the comprehensive structuring of the railway corridor of southwestern Colombia, in order to determine its technical, economic, social, environmental, legal, property and financial viability. The project specifically includes:
The prefeasibility of the Popayán - Pacific Railway Corridor Connection section.
The profile studies of the Popayán - Pasto - Tumaco section.
Qualification requirements and experience criteria
Interested consulting firms must demonstrate their technical and operational capacity through fully completed contracts, no older than 10 years, accrediting the following activities:
Criterion 1 (Railway infrastructure): Pre-feasibility, feasibility, final designs or detailed engineering studies of railway projects (including rehabilitation, modernization or development of new corridors), which explicitly incorporate demand studies for freight and passenger rail transport.
Criterion 2 (Intermodal transport): Studies of intermodal transport infrastructure or logistics corridors at the level of pre-feasibility, feasibility or definitive designs, which include technical, economic, financial, legal, property, social and environmental risk components.
Criterion 3 (Geometric design and layouts): Technical pre-feasibility or feasibility studies that include within their scope the evaluation of layouts with geometric design, as well as the evaluation of alternatives and multi-criteria analysis applied to transport infrastructure.
Experience limits: At least one (1) experience must be submitted for each criterion and a maximum of 10 experiences for each. In case additional projects are reported, only the first 10 will be taken into account according to the order of registration.
Percentage of associative participation: In contracts executed under any associative or consortium figure, individual experience will only be valid if the percentage of participation of the firm was greater than or equal to 25%.
Tie-breaking rule: In case of equality in the number of valid experiences between two or more firms, preference will be given to the one that demonstrates the greatest amount of total accumulated time in the execution of said contracts.
Guidelines for Filing and Filing
Use of Form 2 (Excel): Proposers must register their projects in the attached Excel file, consolidating all information into a single spreadsheet and strictly using one (1) row for each valid contract.
Coincidence of legal identity: The company name reported on the forms must coincide identically with the signature that presents the expression of interest. In the case of international firms that use the trajectory of their parent company or subsidiaries, the legal entity that signs the formal application must be said parent company or subsidiary.
Delivery method: Written documentation must be submitted following the official channels of the contracting entity. Bidding by electronic means is permitted.
