Description
The Inter-American Development Bank (IDB) is calling on consulting firms specializing in corporate governance, strategic talent management and executive selection to carry out the technical, professional and behavioral evaluation of the candidates proposed to be part of the Management Council of the Paraná Strategic Fund (COGEFEP).
The primary objective of the service is to generate analytical and objective inputs that guarantee informed decision-making, ensuring that the composition of the Board meets the highest standards of suitability and governance.
1. Strategic alignment and design of the success profile
Critical Capabilities Matrix: Structure and validate the essential technical competencies required to strengthen the Board, prioritizing knowledge in public management, finance, investments, economic development, compliance, risks, and corporate governance.
Counselor Success Profile: Accurately document the competencies, best experiences, and eligibility attributes needed for the position. This profile must include the validation of independence and integrity criteria and the timely detection of possible restrictions or conflicts of interest under the current regulatory framework.
2. Technical and methodological evaluation process
Structured interviews: Design and execute individual interviews based on competencies, evaluating the professional trajectory of each candidate, their strategic judgment in complex scenarios and their ability to operate efficiently within collegiate bodies.
Reference analysis: Carry out the verification and audit of professional references of the proposed candidates, whenever it is relevant, authorized, and applicable to the evaluation process.
Individual suitability reports: Develop customized technical reports for each applicant, analyzing in detail their strengths, knowledge gaps detected, key points of attention and the specific contribution they would make to the fund.
3. Collective diagnosis of governance and closure
Complementarity assessment: Analyze the impact of appointments on the collective structure of the Board, ensuring that the final group fills institutional gaps in a balanced and synergistic manner.
Feedback sessions: Provide a structured feedback scheme to the evaluated candidates who request it, acting under the guidelines and requirements of the contracting entity.
4. Mandatory products and deliverables
The consulting firm will be responsible for preparing and validating with the counterparty the following product portfolio:
Output 1 — Work plan and methodology: Initial roadmap detailing the schedule of activities, assignees, interview schedule and delivery formats.
Output 2 and 3 — Base matrices: Technical documentation of the Critical Capabilities Matrix and the Candidate Success Profile duly validated.
Output 4 and 5 — Results Reports: Delivery of the Individual Reports for each candidate evaluated and the Consolidated Presentation of Results with the strategic comparative analysis for decision makers.
Output 6 — Closing report: Final technical report summarizing the process executed, the general conclusions and the lessons learned from the consultancy.
