Hiring of a firm for the design of the human talent model, design and implementation of the professional development plan of the CGR internal control career

Description

The Office of the Comptroller General of the Dominican Republic (CGR) has received funding from the Inter-American Development Bank (IDB) for the Program to Support the Transparency and Integrity Agenda in the Dominican Republic. This call aims to select a consulting firm to design and implement the new Human Talent Management Model and the Special Public Career of Internal Control, as well as to redesign the structure of the Human Resources Directorate to strengthen efficiency, institutional transparency and integrity.

Scope of the consultancy
- Organizational redesign: Reorganization of functions, positions and necessary staffing for the CGR and its ex ante and ex post control units, including the updating of the Organization and Functions Manual.

- Human talent model: Gathering information on skills gaps and designing a talent model aligned with the institution's digital transformation.

- Retention and compensation strategy: Review and update of the salary scale, structuring of compensation programs, benefits, motivation and recognition of personnel.

- Internal control career: Design and implementation of a professional development plan based on skill levels and the implementation of the special public internal control career.

Qualification Requirements
- General experience: Minimum of five (5) years of institutional experience prior to the application and active operation for at least two (2) of the last five years.

- Financial capacity: Cumulative turnover of at least half a million dollars (US$0.5 million) from similar consulting services during the last five (5) years.

- Specific experience: Minimum of four (4) years of experience in the design and management of human resources organizational processes within the public sector, control/audit entities or multilateral organizations (in the last 15 years).

- Demonstrated projects: Accreditation of at least three (3) organizational process management contracts in the public sector of the Dominican Republic or eligible IDB countries (in the last 10 years).
