Description

The Inter-American Development Bank (IDB) is calling for specialized consulting firms for the design, development, comprehensive improvement and implementation of the technological platforms that make up the Dual Education Information System in Mexico, focused on the Upper Secondary Education level.

The goal is to consolidate an interoperable, scalable, and sustainable IT platform that eliminates administrative bottlenecks and automates essential processes. Since the current diagnosis and requirements survey have already been completed, the consultancy will focus directly on the architecture, technical development, testing and deployment of the system.

1. Process optimization and comprehensive digitalization
Operational Redesign (AS-IS to TO-BE): Map current dual education flows to transform them into digitally optimized processes, eliminating manual validations and drastically reducing the administrative burden on schools.

Automation of the training cycle: Develop specific modules for the digital management of agreements, agile registration of allied companies, formal registration of students and the punctual monitoring of their academic trajectories in the mixed modality.

User experience (UX/UI): Design intuitive graphical interfaces and agile processes adapted to the particular needs of each user profile (educational authorities, company representatives, school managers and students).

2. Technology architecture, interoperability, and analytics
Scalable infrastructure: Define a functional and technical software architecture that guarantees the growth of the system in volume of users, new functionalities and territorial coverage in the medium and long term.

Institutional connectivity: Implement interoperability mechanisms with the existing platforms and databases of the educational institutions and public agencies involved, mitigating duplication of records and ensuring an efficient flow of information.

Business intelligence and reporting: Configure dashboards and analytical tools for data exploitation and real-time monitoring, facilitating evidence-based decision-making.

3. Data governance, security, and Mexican legal framework
Control standards: Establish strict quality, traceability and security policies for the information generated and stored by the web platform.

Rigorous regulatory compliance: Ensure that information flows and data structures strictly comply with the provisions of the General Law on the Protection of Personal Data in Possession of Obligated Subjects and the Federal Law on the Protection of Personal Data in Possession of Private Parties.

4. Implementation, Testing, and Transfer Strategy
Technical quality control: Design and execute a comprehensive functional, technical, stress, and acceptance testing plan with end users to ensure the correct operation of the modules before launch.

Deployment and transition: Coordinate the migration of data and processes to the new digital ecosystem, executing the deployment of the platform in real production environments under a strategic schedule in phases.

Documentation and adoption: Produce user manuals, operational guidelines, architecture diagrams and technical guides of the system, in addition to designing and delivering training workshops to ensure the correct adoption of technology by all actors.
