The Inter-American Development Bank (IDB) invites specialized consulting firms to submit proposals for strengthening institutional capacity for economic resilience and sustainable private sector growth in Suriname.

The main objective of this consultancy is to deliver a comprehensive roadmap to strengthen Suriname's business development ecosystem, guiding policy actions, institutional improvements, and strategic interventions aimed at fostering entrepreneurship, innovation, private sector growth, and economic diversification.

1. Scope of Services & Diagnostic Framework
- Diagnostic Policy Review: Conduct an exhaustive review of existing policies, legal frameworks, and institutional programs related to business development, competitiveness, and innovation to identify gaps against international - Gap Analysis: Evaluate key operational areas including business development services, access to finance, regulatory efficiency, market access, digital transformation, and technology adoption among MSMEs and startups.
- Multidisciplinary Integration: Engage a collaborative team composed of national government entities, private sector representatives, and academic institutions to guarantee an inclusive, evidence-based approach.

2. Key Activities & Execution Phases
- Work Plan & Inception: Prepare a detailed activity schedule and hold initial and validation meetings with the Ministry of Economic Affairs, Entrepreneurship and Technological Innovation, and the IDB.
- Stakeholder Consultations: Organize interviews, focus groups, and validation workshops to gather inputs, map key actors, and refine diagnostic findings.
- Roadmap Formulation: Structure strategic objectives, prioritized policy recommendations, interinstitutional coordination mechanisms, implementation responsibilities, and proposed financing and monitoring frameworks.
- Capacity Building & Dissemination: Execute communication and knowledge-sharing activities to strengthen public agencies, business support organizations, and key stakeholders.

3. Core Deliverables & Roadmap Components
- Detailed Work Plan: Comprehensive methodology, activity schedule, and thematic outline validated by key institutional partners.
- Comprehensive Diagnostic Report: Complete assessment of the business ecosystem's strengths, weaknesses, opportunities, and challenges, including the MSME gap analysis.
- Final Strategic Roadmap: Actionable roadmap including prioritized recommendations, execution mechanisms, estimated budget requirements for implementation, and monitoring frameworks.
- Knowledge Transfer & Final Presentation: Communication materials and dissemination sessions to ensure broad stakeholder ownership and long-term sustainability.
