The Inter-American Development Bank (IDB), in coordination with the National Institute of Forest Conservation and Development, Protected Areas and Wildlife (ICF) of Honduras, invites consulting firms to submit proposals to carry out the participatory baseline survey and categorization of Agroforestry Organizations (OAF) within the framework of the "Sustainable and Resilient Agroforests" project (HO-L1259).

The objective is to determine the pre-intervention values of the indicators of Component 2 and to design an institutional, productive and business strengthening strategy adapted to the needs of each organization.

1. Geographical scope and universe of intervention
• Territorial coverage: Departments of Atlántida, Colón, El Paraíso, Yoro and Olancho in Honduras.
• Preliminary universe of OAF: Evaluation of 83 registered organizations (54 Agroforestry Cooperatives, 10 Producer Associations, 11 Peasant Associative Enterprises, 7 Agroforestry Community Enterprises and 1 Collective Society).
• Strengthening goal: Define the differentiated intervention for a minimum of 50 OAFs prioritized in conjunction with the ICF/DDFC.

2. Technical objectives and measurement methodology
• Data collection and traceability: Adjust and implement the methodology and instruments validated by the ICF (field report, processing template and categorization sheet) guaranteeing data-source traceability.
• ICOAF Index and Cross-Cutting Lenses: Calculate the Index for the Consolidation of Agroforestry Organizations (ICOAF) incorporating evaluations on gender inclusion, business governance and transparency.
• Context analysis: Map the limiting and enabling factors of the socio-productive environment of the OAFs.

3. Products and intervention strategy
• Differentiated strategy: Design a prioritized and sequenced action plan to guide the technical assistance and strengthening activities of Component 2.
• Interactive dashboards and baseline report: Consolidate results into dynamic dashboards and technical reports with operational recommendations by organization category.
