Daniel Otzoy Garcia

Daniel Otzoy-García is a Senior Digital Health and Digital Transformation Advisor with more than two decades of experience supporting governments, international organizations, and development partners in the design, implementation, and evaluation of digital health, health information systems, interoperability, surveillance, and public-sector transformation initiatives. His consulting work spans Latin America and the Caribbean, the United States, Africa, and Asia, with assignments for organizations such as the Inter-American Development Bank, World Bank, PAHO/WHO, USAID, JSI, UNODC, NASTAD, TEPHINET, and other regional and global partners. He has advised ministries of health, public institutions, and multilateral teams on digital transformation strategies, health information system strengthening, electronic health records, telehealth, interoperability, data governance, cybersecurity, business intelligence, and the use of emerging technologies in health. Daniel is also the co-founder of RECAINSA, a regional digital health network, and has served in leadership, advisory, and editorial roles, including with HL7 Central America and the Dominican Republic, HIMSS, and Oxford Open Digital Health Journal. His work combines technical depth, strategic advisory capacity, and a strong commitment to equity, standards-based innovation, and sustainable digital transformation across health systems.
