For the past twenty (20) years, Charles has provided consultancy services to governments, multi-lateral organizations, public and private companies and others within the Caribbean and North American regions. He has performed market analyses and developed joint venture and marketing opportunities for local, regional and international companies and investors in countries like the USA, Cayman Islands, Jamaica, Trinidad & Tobago, and Grenada. Charles also provided advisory services to organizations targeting the CARICOM region for the establishment of private equity and venture capital funds.
Charles was also the first Administrator of the Venture Capital Incentive Program (VCIP) for Government of Trinidad & Tobago. At the VCIP, he implemented and headed an equity incentive program for the development of Trinidad & Tobago’s venture capital industry, designed to create initiatives to raise seed, expansion and refinancing capital for small and medium businesses. He oversaw the formation, structuring, and regulation of venture capital companies under the Venture Capital Act.
Charles earned his JD degree from Harvard Law School and his BBA degree in Marketing from Howard University. His law school thesis was titled - "The Foreign Investment Strategies of the Government of the Republic of Trinidad & Tobago (GROTT): Reality or Fiction?" At Harvard Law, he also conducted independent research on the establishment and development of trade and new markets in developing countries like the Caribbean and Latin America.
