Description
Jamaica has received financing from the Inter-American Development Bank and the European Union's Caribbean Investment Facility (EU-CIF) for the Energy Management and Efficiency Program (EMEP) and will use part of the proceeds to finance this consultancy. The operation is JA-G1003 and the financing contract is GRT/ER-16412-JA.
The Ministry of Energy, Transport and Telecommunications invites eligible consulting firms to submit expressions of interest to develop the foundations of a secure, interoperable and resilient national energy data ecosystem, which facilitates energy planning, regulatory oversight, investment decision-making, utility management and innovation in Jamaica's energy sector.
The services include the development of a national energy data governance and sharing framework, a minimum viable national digital platform, priority sector registries, cybersecurity and digital resilience requirements, trusted AI governance mechanisms, and a long-term digital transformation roadmap. The consultancy will include analysis, design, development, training, and knowledge transfer services, through a participatory approach with public and private entities.
The selection will be made through Quality and Cost-Based Selection (SBCC), in accordance with IDB policies. Firms must demonstrate relevant qualifications and experience to develop the services, applying international standards such as ISO, NIST, IEC and principles of responsible governance of data and artificial intelligence. Partnerships and sub-consultancies are allowed, and the shortlist will include between five and eight eligible firms.
Note: Tender documents and annexes are available in the original language of the country.
