Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to strengthen the institutional capacity of the National Secretariat for Policies and Development for Afro-Panamanians (SENADAP) in Panama, improving its governance, its impact on public policies and its articulation with Afro-Panamanian communities.
The consultancy includes the following activities:
1. Institutional strengthening: Preparation of a proposal for the regulation of Law 379 of 2023, an Operational Manual and an Institutional Strategic Plan, through participatory consultation and validation processes.
2. Mainstreaming the Afro-Panamanian approach: Preparation of technical inputs on sectoral gaps, facilitation of institutional dialogues and establishment of coordination mechanisms in Afro-Panamanian tourism and statistics.
3. Regulatory update: Revision of the bill to incorporate Afro-Panamanian history into the national educational curriculum.
4. Training of community leaders: Adaptation and implementation of a training program in project formulation and management for approximately 20 Afro-Panamanian territorial leaders, with support in the development of community initiatives.
5. Expected outputs: Governance instruments, technical reports, inter-institutional dialogue mechanisms and results of the training programme.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
