Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to measure criminal governance and its consequences on the population in three cities in South America: Santiago de Cali (Colombia), one city in Ecuador and a third city to be determined. The consultancy also includes the evaluation of a pilot intervention in Santiago de Cali.
The services will include the following activities:
1. Methodological design: Adapt instruments for measuring criminal governance and extortion, design surveys of residents and key informants, and define the samples and study territories.
2. Information collection and analysis: Carry out fieldwork in the three cities, process surveys and administrative records and identify the most affected populations and territories, incorporating a gender and diversity approach.
3. Pilot intervention design: Identify and recommend an intervention in Santiago de Cali to mitigate the consequences of criminal governance, considering alternatives for mediation, business protection, recovery of public spaces, or community organization.
4. Accompaniment and evaluation: Provide technical support to the local institution responsible for implementing the pilot, evaluate its processes and results, and make recommendations for its continuity or expansion.
5. Products and transfer: Prepare descriptive reports by city, databases, a final evaluation report and a toolbox to replicate the measurement in other cities.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
