Description
Belize has applied for financing from the Inter-American Development Bank for the Digital Innovation Program to Boost Economic Development in Belize (DIBED) and will use part of the funds to finance this consultancy. The operation is BL-L1039 and the loan agreement is 5647/OC-BL.
The Ministry of Finance, Economic Development and Investment invites eligible consulting firms to submit expressions of interest to develop a digital retraining policy for public staff and a comprehensive change management framework. Services include digital skills assessment, identification of training needs, skills profiling, and a budgeted three- to five-year implementation plan.
The consultancy also includes assessments of institutional readiness for change, development of technology adoption strategies, training of at least 50 trainers, digital learning materials, and a monitoring and evaluation framework with performance indicators.
The selection will be made in accordance with IDB policies. Firms must demonstrate at least six years of experience in public sector modernization, institutional strengthening, organizational development, or digital transformation, and two similar projects completed during the last ten years, demonstrating expertise in competency assessment, change management, and institutional capacity building. The shortlist will include between five and eight eligible firms. Partnerships through joint ventures or subconsulting and electronic submission of expressions of interest are permitted.
Note: Tender documents and annexes are available in the original language of the country.
