Construction supervision - New school units and extensions/renovations

The Federative Republic of Brazil has requested financing from the Inter-American Development Bank for the Education for the Future – Paraná Program (PEF) and will use part of the funds to finance consulting services. The operation is BR-L1551 and the loan agreement is 5402/OC-BR.

The State Secretariat of Education and Sports of Paraná invites eligible consulting firms to express their interest in providing supervision services for school infrastructure projects and works through a hybrid model. The consultancy includes the supervision and inspection of construction, expansion and adaptation works of educational centers in 21 municipalities, within the framework of a program that includes seven new vocational schools and approximately 40 existing centers. The services include quality control, physical-financial monitoring, compliance with socio-environmental safeguards and technical support to the Program Management Unit. The expected duration is up to 20 months.

The selection will be made through Quality and Cost-Based Selection (SBCC), in accordance with IDB policies. Firms must demonstrate at least five years of experience in consultative engineering. Experience in supervision of educational or social infrastructure, technical and organizational capacity, knowledge of socio-environmental safeguards, and experience in projects financed by the IDB will be evaluated.

The shortlist will include between five and eight eligible firms. Partnerships through Joint Venture or sub-consulting, as well as electronic submission of expressions of interest, are permitted.
