Hiring of a consulting firm for the mid-term evaluation of PAPDEF 2 operations, including the Multiplier

Description

The Republic of Haiti has requested financing from the Inter-American Development Bank for the Project to Support the Ten-Year Plan for Education and Training 2.0 (PAPDEF 2.0) and will use part of the funds to finance consulting services. The operation is HA-J0006 and the financing contract is 5820/GR-HA.

The Ministry of National Education and Vocational Training invites eligible consulting firms to express their interest in conducting an independent mid-term evaluation of operations HA-G1055, HA-G1059 and HA-J0006. The services include measuring compliance with the project's objectives, analysing progress and results, and assessing the relevance, effectiveness, efficiency and sustainability of its implementation.

The consultancy must follow the criteria of the IDB's Project Completion Report (PCR), formulate recommendations to correct possible deviations, and develop an action plan aimed at meeting the expected results.

The selection will be made in accordance with the Policies for the Selection and Hiring of Consultants financed by the IDB. Firms must demonstrate experience in mid-term evaluations of similar projects and the ability to conduct independent evaluations in accordance with IDB and OECD Development Assistance Committee (DAC) standards. The shortlist will include between five and eight eligible firms. Joint venture or sub-consulting partnerships are permitted, as well as electronic submission of expressions of interest.
