Consulting for the preparation of the Environmental and Social Analysis (ESA), the Environmental and Social Impact Assessment (ESA) and other instruments required in the framework of the preparation of the Urban Sanitation Program VII (UR-L1228)

Description

The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to develop the environmental and social instruments of the Urban Sanitation Program VII in Montevideo, Uruguay. The objective is to identify, evaluate and manage socio-environmental risks and impacts, ensuring compliance with the IDB's Environmental and Social Policy Framework (ESPF) and the Environmental and Social Performance Standards (ESDS 1 to 10).
1. Environmental and social diagnosis and assessment
Review technical background, conduct field surveys, characterize areas of influence, and evaluate risks and impacts during construction, operation, and maintenance of works.
2. Environmental and social management planning
Prepare the Environmental and Social Analysis, the Environmental and Social Impact Assessment and the Environmental and Social Management Plan (ESMP), including mitigation measures, monitoring and institutional responsibilities.
3. Participation and resettlement
Develop the Stakeholder Engagement Plan (PPPI), support public consultations, and prepare the Involuntary Resettlement, Asset Affectation, and Livelihood Restitution Plan (PRIAARMV).
4. Institutional strengthening
Design a preliminary version of the Environmental and Social Management System (ESMS), incorporating supervision, reporting and capacity improvement mechanisms.
