Description
The Republic of Suriname has received financing from the Inter-American Development Bank for the Consolidating Access to Inclusive Quality Education in Suriname project and intends to use part of the funds for consulting services. The operation is SU-L1059 and the loan contract is 4984/OC-SU.
The Ministry of Education, Science and Culture (MINOW), through the CAIQES Program Management Unit, invites eligible consulting firms to provide end-to-end processing and analysis of approximately 6,850 paper-based Suriname School Readiness Assessment forms. The assignment has an expected duration of eight weeks.
The services include preparation of data-entry and quality assurance protocols; double-entry digitization; data cleaning and audit logging; calculation of developmental scores and vulnerability thresholds; and advanced statistical analysis disaggregated by gender, district, home language and geographic location. Final datasets will be produced in Excel and STATA formats, together with an analytical report and visual charts. Child safeguarding, anonymization and confidentiality protocols must be maintained.
Firms must demonstrate at least five years of experience in large-scale data entry, database management and statistical analysis, proven QA procedures, and relevant education or social-sector experience. The shortlist will include five to eight firms. Joint Ventures and subconsultants are permitted. Electronic submission is not permitted.
