Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest for the structuring and implementation of a census of formal merchants and informal vendors of the Santa Elena Gallery, in Cali, Colombia. The objective is to establish a georeferenced baseline that contributes to the socioeconomic characterization, the formulation of the Social Management Plan and the feasibility studies for the comprehensive restoration of the Gallery, in coordination with the Special Management and Protection Plan (PEMP) and the Valle Commuter Train Project (TCV).
1. Methodological design of the census
Define the methodology and instruments to collect information on identification, georeferenced location, formality, economic activity, hours of operation, and demographic, ethnic, and vulnerability characteristics of merchants and vendors.
2. Application of the census and collection of information
Carry out the census in the polygon corresponding to the block of the building declared an Asset of Cultural Interest (BIC), generating information that serves as a basis for decision-making on the comprehensive restoration of the Santa Elena Gallery.
3. Conclusions and roadmap for social management
Formulate recommendations based on the results of the census and a roadmap that establishes the next steps, estimated deadlines and relevant actors for the social management of the Gallery within the framework of the MEWP.
