Implementation of an e-learning learning management system for the National Digital Talent Platform

Description

The Republic of Peru has received financing from the Inter-American Development Bank for the Digital Transformation with Equity Project and will use part of the proceeds to finance this contract. The operation is PE-L1281 and the loan agreement is 5834/OC-PE.

The Presidency of the Council of Ministers, through Executing Unit 022 – Digital Transformation with Equity Project (PROTDE), invites eligible bidders to submit bids for the implementation of an e-learning management system aimed at conducting synchronous and asynchronous courses for the National Digital Talent Platform. The request for bids is PE-L1281-P00286 (publication IDB-5834OCPE-P00286-SPN).

Procurement will be carried out through National Public Bidding in accordance with the Policies for the Acquisition of Works and Goods financed by the IDB and is open to bidders from eligible countries. Qualification requirements include financial, experience, and technical criteria. No margin of preference will be granted to national contractors or APCAs. Bids must include a Bid Maintenance Statement and electronic submission is permitted.

A virtual briefing will be held on 7 October 2026 at 11:30 a.m., open to any company interested in participating in the tender. After confirming their interest, companies will receive the access information to the meeting by email.
