Description
The Republic of Costa Rica has requested financing from the Inter-American Development Bank for the Comprehensive Program for Citizen Security and Violence Prevention for the Inclusion of Vulnerable Migrant Groups and intends to use part of the funds to finance consulting services. The operation is CR-J0002 and the contract is 5777/GR-CR.
The Ministry of Justice and Peace invites eligible consulting firms to express their interest in the design, implementation, and evaluation of a national social communication campaign to promote migrant inclusion, solidarity, dialogue, and empathy, and raise awareness about xenophobia, migrants' rights, human trafficking, and migrant smuggling. The request is CR-J0002-P00240 (publication IDB-5777GRCR-P00240-EOI).
Services include creative design and key messages, production of pieces, contracting and dissemination in digital media, social networks, traditional media, public transport and face-to-face spaces, as well as monitoring and evaluation of results. A minimum of three years of experience in communication and advertising campaigns and strategies is required, in addition to specific experience in social awareness campaigns.
Selection will be made through Quality and Cost-Based Selection (SBCC). The shortlist will include between five and eight firms, which may participate individually, in joint ventures or with subcontractors. Expressions of interest by electronic means are permitted.
