Description

The Inter-American Development Bank (IDB), in coordination with the Economic Operation Committee of the National Interconnected System (COES) of Peru, is calling on consulting firms to submit proposals to evaluate the technical, economic and regulatory potential of increasing transmission capacity on existing transmission lines through Grid-Enhancing Technologies (GET), such as Dynamic Line Rating (DLR) and conductor repowering.

1. Technology benchmark and broker diagnostics
GET benchmarking: Conduct an international benchmark on maturity, costs (CAPEX/OPEX), interoperability and lessons learned from technologies such as DLR and high-temperature conductors, identifying solutions applicable to the National Interconnected Electric System (SEIN).

Congestion diagnosis: Analyze the existing infrastructure based on the prioritized list of lines delivered by the COES, identifying operational restrictions, renewable energy discharges, non-supplied energy and bottlenecks.

Characterization of alternatives: Define technical repowering options for the candidate corridors (DLR, replacement with high-temperature conductors, second circuit or increase in voltage level).

2. Technical-economic, environmental and regulatory assessment
Cost-benefit analysis (TOTEX): Quantify and compare alternatives to conventional expansion projects using total cost indicators (CAPEX + OPEX), congestion cost reduction, and capacity increase.

Socio-environmental risks and easements: Identify conditioning factors in right-of-way strips, needs for the expansion of easements and environmental impacts that affect the viability of the interventions.

Regulatory framework and incentive scheme: Analyze the treatment of investments in GET within the planning and remuneration of transmission, defining operational recommendations for the Ministry of Energy and Mines (MINEM), Osinergmin and COES.

3. Installation strategy, roadmaps, and transfer
Service continuity: Evaluate assembly strategies considering the duration of service interruptions against the feasibility of executing live line work.

Roadmaps by corridor: Develop a detailed action plan for each prioritized line that consolidates the technical solution, costs, regulatory and socio-environmental aspects and the execution sequence.

Capacity Transfer: Train the COES technical team to integrate the TEG evaluation methodology into the periodic preparation of Peru's Transmission Plan.
