Description
The Inter-American Development Bank (IDB) is calling on consulting firms to submit proposals to carry out a comprehensive analysis of the logistics integration of three priority sectors of Guatemala in Global Value Chains (GVCs). The consultancy seeks to evaluate infrastructure, technological interoperability and foreign trade processes, formulating strategic recommendations and an action plan for a horizon of 3 to 5 years to enhance the country's logistics competitiveness.
1. Initial assessment and diagnosis of logistics gaps
Sectoral and institutional analysis: To evaluate the institutional framework, public policies, and logistical capacities of three specific sectors in Guatemala for their effective insertion in GVCs.
Identification of bottlenecks: Diagnose structural and operational barriers in foreign trade processes, territorial connectivity, physical infrastructure, and inter-institutional coordination.
Evaluation of technology and equipment: Analyze the state of the equipment, the digitization of procedures and the interoperability of the logistics and customs information systems.
2. Action plan and integration recommendations
Short-, medium- and long-term strategy: Formulate a 3-5 year action plan with concrete measures for the modernization of equipment, simplification of procedures and operational efficiency.
Regional competitiveness proposals: Design initiatives to strengthen logistics connectivity, promote the use of regional trade and increase the insertion of the three sectors analyzed.
3. Knowledge transfer and dissemination of findings
Capacity building: Deliver training workshops and transfer international best practices to institutional teams responsible for implementation.
Systematization and webinar: Develop the consolidated technical note, define operational recommendations, and present the final findings to the authorities through a dissemination webinar.
