The Inter-American Development Bank (IDB), in coordination with the Ministry of Public Health (MISPAS) and the National Health Service (SNS) of the Dominican Republic, is calling on consulting firms to submit proposals for the collection of high-quality primary data corresponding to the baseline of the evaluation of the DR-L1167 Loan.
1. Objectives and scope of the information collection
Population and instruments: Design and execute the collection of primary information in selected First Level Care Centers (CPN), applying surveys to health personnel (doctors, nurses and promoters), brief surveys to patients and review of administrative records and medical records.
Institutional articulation: Maintain continuous coordination with the key parts of the project (IDB, MISPAS and SNS) for the validation of protocols, work routes and incidents in the field.
Pilot test and training: Carry out face-to-face and virtual training programs for enumerators and supervisors, organizing the logistics for a pilot test in the field that includes technical observers from MISPAS and the SNS.
2. Field logistics, safety and quality control
Personnel and operational structure: Recruit supervisors, enumerators and a quality control team with previous experience, guaranteeing work insurance coverage for all deployed personnel.
Equipment and conditions of transfer: Provide tablets, portable Wi-Fi, vehicle identifications, clothing and telephone. Guarantee comprehensive logistics of safe transport (4x4 vehicles depending on the area, expressly prohibiting transport in pick-up beds), lodging and adequate food.
Supervision and replacement: Continuously monitor compliance with interview protocols and apply immediate replacement or retraining of personnel who present deviations in quality control.
3. Data management, monitoring and safeguarding of information
Synchronization and daily reports: Transmit daily the data collected (complete and incomplete surveys) at the close of each NPC, maintain a field log on progress/challenges and notify in a timely manner the need for reprogramming or replacement of centers.
Privacy and informed consent: Obtain informed consent from all participants, safeguard voice recordings/transcripts according to current protocols, and ensure strict confidentiality of personal data.
