Description
The Inter-American Development Bank (IDB), in coordination with the Ministry of Housing and Territorial Planning (MIVIOT) and the competent authorities of Panama, calls on consulting firms to submit proposals to design, validate and apply a methodological guide with practical tools that allows the integration of climate change analysis, resilience and disaster risk management in planning and land use instruments.
1. Conceptual framework and diagnosis of territorial risk
Regulatory and instrumental alignment: Analyze the territorial planning instruments in force and in proposal (Local Plans [PLOT], Schemes [EOT] and Partial Plans [PP]), ensuring coherence with the GIRD National Policy and Strategic Plan 2022-2030, climate change regulations and the Sendai Framework.
Quantitative risk procedure: Define criteria for the characterization of hazards (hydrometeorological and geological), exposure and vulnerability, integrating data from the Climate Risk Atlas of Panama and official systems (SINAPROC, IMHPA, Tommy Guardia National Geographic Institute, among others).
Cross-cutting and inclusive approach: Incorporate cross-cutting aspects of gender, poverty, informal settlements, nature-based solutions, indigenous regions, and criteria for planned relocation in areas with unmitigated risk.
2. Methodological guide and land use decisions
Territorial determinants: Translate risk metrics and thresholds into zoning decisions, land use regulation, identification of suitable, conditioned, or restricted areas, and definition of prospective and corrective management measures.
Differentiated routes and operational tools: Design the guide by structuring analysis routes according to the scale and type of instrument (PLOT, EOT and PP) with minimum and advanced levels, developing complementary tools (matrices, technical sheets and checklists).
3. Piloting, validation, and capacity building
Pilot application: Validate the proposed methodology by applying it experimentally in at least two real land use planning instruments (a PLOT and an EOT) to adjust their operational procedures and criteria.
Training and transfer: Systematize the observations of the inter-institutional technical roundtables and provide training workshops aimed at key actors to ensure the adoption and effective application of the methodological framework.
