Description
Trinidad and Tobago, through the Ministry of Public Administration and Artificial Intelligence (MPAAI), is utilizing financing from the Inter-American Development Bank (IDB) under the "Programme to Accelerate the Digital Transformation Agenda" (Loan TT-L1061). This Request for Proposals invites qualified consulting firms to conduct an independent Mid-Term Evaluation (MTE) of the project.
Scope of the consultancy
Main objective: Conduct an independent, evidence-based mid-term assessment of the program's design, execution progress, operational arrangements, and feasibility of achieving planned outcomes and Development Objectives.
Evaluation coverage: Covers program implementation activities from March 6, 2024 to September 5, 2026.
Key evaluation components:
Design & Theory of Change: Review and validate the Theory of Change, causal pathways, and Results Matrix to determine if scope or target adjustments are required.
Execution Progress: Evaluate physical and financial execution against approved work plans, budgets, procurement timelines, and target indicators.
Bottlenecks & Capacity: Identify root causes of implementation bottlenecks (procurement, decision-making, staffing, financial management) and assess the governance and operational capacity of the Programme Executing Unit (PEU).
Action Plan: Formulate practical, risk-informed, prioritized, and time-bound recommendations to accelerate contract execution and strengthen decision-making.
Selection and execution procedures
Regulatory framework: Selection process conducted in accordance with IDB Policies for the Selection and Contracting of Consultants.
Outputs: Independent Mid-Term Evaluation report and actionable implementation roadmap provided to MPAAI and the IDB to support decision-making during the remaining execution period.
