Purchase of toners and parts for printers at DoTC

Description

Suriname, through the Ministry of Finance and Planning, has received financing from the Inter-American Development Bank (IDB) under the "Fiscal Support Program To Regain Growth" (Loan SU-L1060). This International Competitive Bidding (ICB) process invites eligible suppliers to submit sealed bids for the supply of printer toners and replacement parts for the Directorate of Taxes and Customs (DoTC).

Scope of supply
Main objective: Supply of toners and spare parts for specific printer models used by the Directorate of Taxes and Customs (DoTC).

Lot structure: Divided into four (4) distinct lots:

Lot 1: Lexmark

Lot 2: Epson

Lot 3: HP

Lot 4: Canon

Award structure: Bidders may submit bids for one or more lots; evaluation and contract awards will be conducted on a lot-by-lot basis to the lowest evaluated responsive bidder.

Qualification requirements and conditions
Regulatory framework: International Competitive Bidding (ICB) conducted in accordance with IDB Procurement Policies for Goods and Works.

Technical & manufacturer standards: Requirement for proof of manufacturer or authorized distributor status, mandatory use of genuine Original Equipment Manufacturer (OEM) consumables/parts, compliance with high-resolution color reproduction specs, and recognized eco-friendly certifications.

Service & experience: Demonstrated prior experience in the successful supply of similar goods, and provision of after-sales support including full warranty coverage with no-cost replacement of defective items within ten (10) working days.

Guarantee & preference: All bids must be accompanied by a Bid Security Declaration. No margin of preference will be granted to national contractors or joint ventures.

Selection and bid management
Access to bidding documents: Bidding documents in English can be obtained free of charge via email by submitting a written request to the Ministry of Finance and Planning.

Submission modalities: Physical submission of hard-copy bids at Watermolenstraat 50–52, 1st Floor (Attn: Gaitrie Sitaram). Electronic submissions will not be permitted. Public opening will occur physically and online.
