Design, construction and minor equipment of laboratories for the analysis of chemical and microbiological contaminants in the regions of Arequipa and Lambayeque

Peru, through the National Agrarian Health Service (SENASA), has financing from the Inter-American Development Bank (IDB) for the project "Improvement of the Agri-Food Safety Service of SENASA". This call for the National Public Tender (LPN) invites eligible bidders to submit proposals for the design, construction and minor equipment of regional laboratories.

Scope of the works
Main objective: Design, construction and minor equipment of laboratories specialized in the analysis of chemical and microbiological contaminants, distributed in two (2) lots:

Lot 1: Laboratory in the district of Cerro Colorado (province and department of Arequipa), with an estimated execution period of 32 months.

Lot 2: Laboratory in the district and province of Chiclayo (department of Lambayeque), with an estimated execution period of 32 months.

Qualification Requirements and Conditions
Regulatory framework: National Public Bidding (LPN) conducted in accordance with the IDB's Policies for the Acquisition of Works and Goods.

Technical experience: Accreditation of previous experience in construction design, general and specific experience in construction of works, as well as availability of essential equipment and qualified key personnel.

Financial capacity: Demonstration of average annual turnover in construction, presentation of the statement of financial position, proof of access to financial resources (lines of credit) and bank references.

Legal and methodological assessment: Verification of legal status, history of litigation and contractual breaches, proposed methodology and work programme, as well as conditions for subcontractors and consortia (APCA).

Required guarantee: Mandatory presentation of the Bid Maintenance Statement.

Management and submission of bids

Delivery modality: Electronic bids sent to the designated institutional email (adquisiciones_prodesa@senasa.gob.pe) are accepted, as well as physical deliveries. The opening of proposals will be carried out in a face-to-face and virtual public event.
