Implementation of the innovation strategy at CAESB

Description

Brazil, through the Environmental Sanitation Company of the Federal District (CAESB), has financing from the Inter-American Development Bank (IDB) for the "CAESB 2 Environmental Sanitation Program". This call invites eligible consulting firms to express interest in providing technical services for the structuring, implementation and consolidation of the company's corporate innovation function.

Consulting scope
Main objective: Structuring, implementation and consolidation of innovation management and governance within the scope of Component 2 (Institutional Strengthening) of the program.

Components and deliverables:

Institutional diagnosis and evaluation of the level of maturity in innovation of CAESB.

Proposition and validation of the governance model, guidelines, processes and legal instruments for innovation management.

Support for the implementation of innovation programs, cooperation mechanisms and open innovation initiatives.

Technical training of the Cooperation and Innovation Management (CCIN) and the teams involved.

Support to sectoral strategic planning, consolidation of deliveries and preparation of guidelines for the continuity of actions after the end of the contract.

Qualification and experience requirements
Company experience: Proof of previous experience in innovation management consulting with work in public organizations, state-owned companies or large private corporations.

Sector experience: Proven experience in carrying out projects carried out specifically in the basic sanitation sector.

Documentation: Proof of technical qualification, corporate experience and profile of qualified team to perform equivalent services, presented in a succinct and objective manner.

Selection and management of proposals
Regulatory framework: The selection process will be conducted in two stages using the Quality-Based Selection (QB) method, in accordance with the IDB's Consulting Policies, aiming at the formation of a short list composed of five (5) to eight (8) eligible firms.

Modalities of participation: The application of individual firms, in association (Joint Venture) or through subcontracting to complement qualifications is allowed.

Access to information and delivery: Expressions of interest must be sent exclusively by electronic means via Web Petition, following the instructions in the institutional manual. The bases, evaluation criteria and documents of the call are available on the CAESB portal at CAESB Bidding Portal.
