Implementation of intelligent systems - ITS Phase 1

Description

Brazil, through the Department of Highways of the State of São Paulo (DER/SP), has financing from the Inter-American Development Bank (IDB) for the "Road Investment Program of the State of São Paulo - Phase III". This call for International Public Bidding (LPI) invites eligible bidders to submit closed proposals for the implementation of Intelligent Transportation Systems.

Scope of services and delivery
Main objective: Implementation and execution of Phase 1 of the Intelligent Transportation Systems (ITS) system on the highways covered by the program.

Eligibility requirements and conditions
Regulatory framework and modality: International Public Bidding (IPL) conducted in accordance with the IDB's Policies for the Acquisition of Works and Goods. The Best Final Offer (M.O.F.) procedure will be applied.

Financial and operational capacity: Proof of financial strength and previous operational experience in the execution of similar services of equivalent or greater technological and operational complexity.

Non-Manufacturer Experience: Bidders who are not manufacturers of the product will be required to provide evidence of the completion of at least two (2) contracts for the supply of similar goods in the last five (5) years.

Preference margin: No economic preference margin will be granted to national contractors or consortia (APCA).

Required Guarantee: Mandatory presentation of the Offer Maintenance Guarantee in the amount of R$ 1,905,000.00.

Access to the bases: The complete bidding document in Portuguese is available for free download on the official portal of the DER/SP (www.der.sp.gov.br/der).

Delivery method: Bids must be delivered physically in a closed envelope to the DER/SP Bidding Coordination (Avenida do Estado, nº 777, Ala B, 3rd floor, São Paulo), without electronic reception. The opening will be held in a face-to-face and online session.
