Contracting process for consulting services for the supervision of the expanded passenger terminal with criteria of sustainability, universal accessibility for PwDs and infrastructure that facilitates the mobility of care

Description

El Salvador, through the Government of El Salvador and the Autonomous Executive Port Commission (CEPA), has financing from the Inter-American Development Bank (IDB) for the "Modernization Program of the International Airport of El Salvador, Central America". This call invites eligible consulting firms to submit their expressions of interest for the technical supervision of the design and construction of the new airport expansion.

Scope of the consultancy
Main objective: Comprehensive supervision of the design and construction of the expansion project of the passenger terminal (Stage 1, eastern sector) of the "San Óscar Arnulfo Romero y Galdámez" International Airport, covering an approximate area of 18,555 m² distributed over three levels.

Strategic and infrastructure components:

Incorporation of six (6) contact positions with segregated boarding bridges (departures and arrivals), six waiting rooms, commercial areas, VIP lounge, technical rooms and offices.

Implementation of sustainability criteria to achieve the EDGE Advanced certification (minimum savings of 40% in energy, 20% in water and 20% in embodied carbon in materials), as well as universal accessibility measures for People with Disabilities (PwD) and mobility of care.

Supervision of the design of the south façade and its integration/validation with the design of the north façade.

Information management through collaborative work methodology BIM (Building Information Modeling) in 3D digital models for validation of designs, operation and maintenance.

Ensuring the operational continuity of the existing terminal during the execution of the works, complying with safety regulations and procedures.

Qualification and Experience Requirements
Signature experience: Submission of documentation demonstrating the necessary qualifications and relevant and similar experience in projects of this nature. Technical or economic proposals should not be included in this expression of interest phase.

Partnerships: Consulting firms may apply individually, in partnership (Joint Venture) or through the inclusion of subcontractors from eligible countries.

Proposal selection and management
Regulatory framework: Selection conducted using the Quality and Cost Based Selection (SBCC) method in accordance with the IDB's Policies for the Selection and Hiring of Consultants (GN-2350-15), in order to form a short list of eligible firms.

Access to bases: The complete Terms of Reference will be sent later exclusively to the firms that make up the short list.
